A CALL FOR DIRECT ACTION IN
ELECTORAL REFORM To the Crown in the persons of the Governor General and Lieutenant-Governor of British Columbia
PREAMBLE: It is traditional and widely understood that in Canada
the Government has relied for its legitimacy on the Monarchy as a
symbol of the undivided and sovereign People of Canada. It is also
observable that adversarial political parties neglect their
responsibilities to the People, and so threaten peace, order and
good government.
FOR THIS REASON: We call upon Their Excellencies to
exercise the Royal Prerogative in the name of the People in
Common; this requires a precedent-setting exercise of that
authority, which gives also an opportunity to demonstrate the
value of a non-partisan head of State.
WE THE UNDERSIGNED, BEING INTENT ON THE ESTABLISHMENT
OF A CARETAKER GOVERNMENT THROUGH PEOPLE'S DIRECT DEMOCRACY, CALL
UPON THE GOVERNOR GENERAL OF CANADA AND THE LT. GOVERNOR OF
BRITISH COLUMBIA TO INSTRUCT OUR CHIEF ELECTORAL OFFICER TO
PROVIDE ON THE BALLOT FORM IN THE NEXT BY-ELECTION, PROVINCIAL
ELECTION, OR FEDERAL ELECTION, A BOX MARKED NOTA -
meaning NONE OF THE ABOVE.
AND FURTHER, TO PUT IN PLACE A RANDOM SELECTION SYSTEM IN WHICH
A MAN AND A WOMAN MAY BE CHOSEN AS CONSTITUENCY REPRESENTATIVES
FROM THE POOL OF NOTA ELECTORS, IN THE EVENT THE NOTA
VOTE EXCEEDS VOTES CAST FOR THE OTHER LEADING CANDIDATES.
